Dale Cook: After much discussion and time, the government finally released a set of “meaningful use” requirements to help move the ARRA incentive program into high gear. In fact, the Notice of Proposed Rulemaking on Meaningful Use, contains a wide range of clinical and technological criteria, much of what we at ifa anticipated, and all of which we presently address with our present EMR solution. But I would say that the big surprise—what was not expected and news to us—is the certification process itself. CCHIT was recognized in the past as a certifying body, but, now its future status is unclear. Certainly, the new certification criteria were design and released for use by a certifying body. However, the process to recognize that body will come later on. As a company, we made a tough decision to hold back on a CCHIT certification because of what we perceived as gaps in areas that hadn’t been a focus by CCHIT. It turns out that our intuition was right, especially with the emphasis for high-end requirements like those for the broad exchange of data, deep level reporting, and data mining. We have provided these features for years because our unique software and data base design accommodates a comprehensive information model and use of clinical defined structured data. Question: What are your expectations for the EMR market now? Dale Cook: According to the studies approx. 8-10% of the eye care professionals want to start with the full funding for 2011 and start with their EMR project before 12.31.2010. Estimating a proposed decision and implementation process of minimum 6-9 months it is now time to become active for everybody.
